After 47 years with Basin Electric, Mark Foss has retired. Over the course of his career, he rose to serve as senior vice president and general counsel, helping the cooperative navigate challenges and break new ground in the energy industry. He is replaced by Jim Horan.
Among his proudest achievements was structuring the leveraged leases for the Antelope Valley Station in the 1980s, a transaction that pioneered industry firsts and secured Basin Electric’s financial footing. “Over my career with Basin Electric, I’ve done a lot of things that I never dreamt I'd be able to work on,” Foss said. “In many instances, we were the first to do something, and we were figuring out how to accomplish it, how to structure it. There’s real excitement to that.”
Foss said he’ll miss the everyday camaraderie of working alongside colleagues who felt like family but is looking forward to spending more time with his grandchildren, riding his bike, and traveling.
Horan began working at Basin Electric on July 7, 2025. Originally from Eau Claire, Wisconsin, he earned his undergraduate degree from Saint Mary’s University of Minnesota and his Juris Doctorate from William Mitchell College of Law. Prior to accepting the position of senior vice president and general counsel, he served as executive director of Mid-West Electric Consumers Association, where he represented the interests of its 314 consumer-owned utilities for five years.
