Bob Harris was appointed Upper Great Plains Regional Manager for the Western Area Power Administration in 2002. Prior to this appointment, he served Western in several other capacities.
As regional manager, Harris led his employees through the daily marketing and maintenance of more than 2,600 megawatts of hydropower in a six-state area, across almost 8,000 miles of high-voltage transmission line, supporting the electricity needs of millions of consumers.
Harris led the region and its customers through a collaborative analysis in the development of a process that culminated in Western’s decision to pursue an RTO (regional transmission organization) membership for the Upper Great Plains Region, a first-of-its-kind for a federal power marketing administration.
Joining the Southwest Power Pool ensures the continued viability, stability, and resource availability for both Western and its customers and partners in the Upper Midwest. The participation in the RTO went live in the fall of 2015 and has been a resounding success.
Harris retired this past August after nearly 40 years of service to Western and the citizens of the Upper Great Plains.
