Basin Electric CEO says North Dakotans have been able to enjoy low utility rates thanks to having a large coal supply in the state.

A Bismarck-based power co-op is celebrating its 50th anniversary in Bismarck this week. Basin Electric members gathered at the Ramkota Hotel for an annual meeting.

At the end of the year, CEO Ron Harper will retire. He says North Dakotans have been able to enjoy low utility rates thanks to having a large coal supply in the state.

"The business climate here is right to develop the natural resources that are necessary as well as infrastructure from a generation perspective to meet that electrical need," said Harper.

It`s been a busy year for Harper. He's been working with energy leaders around the state to block the Environmental Protection Agency from taking over part of the state's regional haze plan. He says he`s seeing more oversight from the EPA than ever before. Andrew Serri will succeed Harper as CEO.
